If the NCIS is the bottleneck, then DOJ should have temps doing the background checks 24/7. They could have started accepting apps at least a month before November 1. The law's effective date was November 1and there was nothing saying that applications could be not accepted before that date, with an official issuance date of November 1.

Nothing that is except the rules being delayed because of DOJ's having pow-wows with the likes of the police chiefs association who wanted to sink the law under as many training requirements and restrictions as they thought they could could get away with.

I imagine that only employees that have security clearance can run backgrounds checks and LTE's won't be given to those for security reasons. For that reason, I also imagine this is the part of the process and this is where they are pulling other DOJ employees to help out in.

Application Processor
1. Open envelope
2. Review application and determine if information submitted is complete or adequate.
3. Review proof of training and determine it is sufficient
4a. If steps 2 and 3 fail, application and payment is returned.
4b. If steps 2 and 3 pass, the information is keyed into the system and electronically submitted and placed into que for the DOJ-CIB to run a background check.
5a. Payment is deposited.
Criminal Background Check Personel
6. A DOJ-CIB agent pulls an electronic application file out of Queue and processes it.
Application Processor
7a. If the applicant does not pass the background check, a rejection letter is sent out.
7b. If the applicant passes the criminal background check, the application file is put into Queue for the printer.
8. The CWL and letter is printed. Then placed into and envelope with a brochure and sealed and placed into a postal tray for UPSP pick-up

I mailed mine in Nov. 2nd. Still waiting. In the meantime I've built 3 leather holsters, 7 leather mag pouches and obtained the super cool Maxpedition man-purse I've had my eye on since last summer. All my ducks are in a row, just waiting for that damned card to show up in the mail. Hrrrumph.

To not over estimate, you should assume that #65++ (6599) was the first issued on 11/15 and #79++ (7900) was the last one issued on 11/16. That would make 1301 in over 2 days. That would be a minimum of 650/day. But IF they were both issued at the same time of each day, that would be 1300/day. But we don't know when each was issued during the day, it is safe to say 650+/day. Regardless, they sure have picked up the pace.

ETA: #85++ issued on 11/17 brings the estimated daily processing closer to 650+/day.

If they work through this weekend, they will easily finish the first 10k.

OMG!!!! People, calm down!

I waited close to 60 days for a UT permit and they have their process debugged.

Act 35 specifically says they do not have the authority to start doing background checks before 11/1, so, while I agree they should of released the applications before then, we (well, not me) would still be waiting.

Been calling the Moneygram number to check the status of my money order and they cashed it on 11/17. If I mailed on the 5th this should mean they are through a good chunk of the initial bulk of applications.
