I think that Article VI of the Constitution says otherwise.

You may think so but the constitution and 4 seperate SCOTUS decisions over 100 yrs disagree.

The states are not bound to recognise or enforce an act of Congress.

Clay is a socialist whose intent is to allow a "patchwork quilt" of laws that will do nothing to stop the violence but will make legal carry so difficult that many will stop.
Imagine walking down a street and, because you have crossed an invisible and unmarked line, you are now breaking the law. There will be many lawful citizens that will end up being "collateral damage" because of perverse laws like this IF they are allowed to pass.
