Please cite the requirement to use a form 4473 outside the federal "states" and within the normal 50 states.

I have no idea what "distinction" you are trying to draw, but the above Federal regulation seems to cover both the requirements, including following local State laws and that the licensee has to use a form (4473) or electronic equivalent to document the attempt to purchase a firearm from the licensee. Feel free to start an off topic thread for any further discussion of "States" or the "National requirements" to purchase firearms from licensed dealers. Your mileage may vary...

Nothing identifies the authority for the 4473 to be used within "the 50 state."

If congress had meant for it to apply with in "the 50 states" then congress would have stated such as they did HERE.

(A) In general

The term “United States” means the 50 States, ..."


Since it is not clearly spelled out in the federal firearms act then it does not apply within "the 50 states."

well why don't you cite your claim of "50 states" didn't you make a big stink last year over Washington never having been duly ratified as a state? so by your idea there can't be more then 49 states. please cite this.

Visit the library of congress this is not the best recorded version but it's the closed to the one found in the library of congress and the only one that congress approved to make Washington a state.

I rather liked the wording of Article 5 section 19 of the 1878 version, basically mandating open carry of firearms in the State. It is unfortunate that wording did not carry over to the current Article 1 section 24 of the Constitution of 1889.

Its funny and yet positive that almost no post OC in western Washington (or the rest of the state for that matter) has anything in it other than "no issues" perhaps we should rename this topic the "nothing happened today" thread.

Exactly. There are a lot of lurkers that never join but read about OC. this thread was an idea I took from the Virginia threads and is very useful in that regard.

I open carried around lake fair yesterday without any issues. Got a comment from one guy that was there that said it was nice to see someone open carrying. Still new to open carry and was nervous with all the Oly PD and State Patrol there but none of them said anything.

Yeah, I can see that - I was nervous at first too. My first couple visits to Walmart I thought somebody made a MWG call. On the first, I was waiting in line when I saw a Sheriff's Deputy come in and go straight to Customer Service.:eek: Imagine my surprise when he didn't even notice me - he was a customer...looking for service...
Second time, I saw 2 YP's headed towards the back, stop to talk to an employee, and I could have sworn that they were going to come get me... Never saw them after that...:cool:

Once I got used to it, I got tired of not being noticed...

Unless there is something I don't know about Mr. Doug's or The Bunkhouse, either one of those work for me. Sometime between 7:30 and 9am? Pick a day of the week...

Yup, another Yelm guy. Seems like the people out here are pretty comfortable with OC. The only individual who was uncomfortable seemed to be the Ice Cream truck when we got the kids some ice cream, he asked me if it was "a real shooter on my hip" and if it was legal, educated him a little and that was that.

A weekend breakfast meet up in the yelm area sounds good to me. Never been to the bunkhouse for breakfast or while OC not sure if they have a problem with it.

gun dealers in Washington ALWAYS have to obey federal law REGARDLESS of what state law says END OF STORY

so this problem about trusting the feds is disingenous. A uniform national stardard is the NICS and 4473 for all dealer sales, there will be no constitutional issue with this in Washington.

in the end both initiatives will probably be thrown out since both cover more then one subject.....

The real problem is that 594 will make it to ballot because people opposed the initiative reform measures several years ago to protect Tim Eyeman, if those reforms had gone through using paid gatherers would be illegal and 594 would not be coming to ballot.


...and some people openly carry a water gun to an O.C. rally..

OC report

OC around Kent Station and ate at Chipotle. Only issue was a couple of guys upon getting out of their truck started talking loudly about how they felt much safer now. The same guys followed my friend and I into Chipolte and while I was ordering food asked me what kind of gun I was carrying and how it looked like something or other. I gave them a brief answer and went on ignoring them. The guys were just being obnoxious. I was wearing my little sig 238. I got quite a few looks from people. Next time I go down there I should wear my blue jewelry. That would get me some attention.

Same here... not so much as a mention in either place. OC'd all over Yelm and on a 300+ mile ride on Saturday out Rt12 and back up Rt410 and... nothing happened.

I'd be down for breakfast some weekend in Yelm as well, just not the next couple weekends since I'll be camping. Carry on...
