Yes. It will get the official signature of the House Speaker and Lieutenant governor and will be enrolled and sent to the Governor for signature. All the votes are done. This is automatic process and there's nothing to stop it!

Dare we do the happy dance?? Is this really it? I find this particular slice of liberty rather important next to only OC in FL at this moment in the time line of restoring 2A liberty (closely followed by the evolving lawsuit in DC).

It is definitely time for happy dance! I think we should make some calls to have SB11 campus carry passed, too..... Although it is only concealed for now, in the future we can change that, too........ That is sitting in conference committee today like Open carry did yesterday.......

"Texas is one governor’s signature — and seven months — away from allowing openly carried handguns.

The House and Senate on Friday approved final changes to House Bill 910, allowing those with a concealed handgun license — soon to be known as handgun license — to openly wear a firearm in a hip or shoulder holster.

Within minutes, Gov. Greg Abbott tweeted his reaction: “Open Carry just passed in both the Texas House & Senate. Next destination: My Pen.”

With Abbott’s signature, open carry will take effect on Jan. 1, 2016, or four months later than most laws. The extra time was requested by the Department of Public Safety to help prepare law enforcement officers for the change.

The approved version of HB 910 did not include an amendment, strongly opposed by law enforcement, that would have barred police from stopping armed people solely to verify that they had a handgun license.

The legislation was one of the top priorities for gun rights advocates heading into the 2015 legislative session.

Lt. Gov. Dan Patrick learned that the hard way in January when he expressed doubts that open carry would pass because it appeared to lack votes. The immediate and loud backlash from gun advocates soon had Patrick calling for rapid action on open carry and on a second bill to allow concealed guns to be carried into university buildings, including dorms and classrooms.

The campus-carry legislation, Senate Bill 11, remains in conference committee to determine the fate of a House amendment requiring private universities to allow handguns into campus buildings.

The author of campus carry, Sen. Brian Birdwell, R-Granbury, said he will try to have the requirement removed because it violates private property rights. Private colleges should be allowed to opt out if desired, he said.

What's next?

In two years we can go for unlicensed open carry or Constitutional carry....... That is the way you get things done! One bite at a time...... Just like eating an elephant......

Law enforcement needs to understand that Texas is not NY. You can't just stop and frisk for no reason. Texas already prohibits this, but I predict the amendments will appear as new law next session because of abuse we are likely to see. I say this not because police officers are the problem, but because of public MWAG calls and misguided LE leadership.

The so-called “Dutton Amendment” which would prohibit police officers from stopping someone openly carrying a handgun solely because they were carrying a handgun has been removed by the Conference Committee. However, some legislators argued earlier this week that court rulings already prohibit such investigatory stops.

Senator Craig Estes (R-Wichita Falls), the Senate sponsor of the bill, said “I am thrilled that we were able to come to an agreement and finally pass licensed open carry today,” in a statement obtained by Breitbart Texas. “This was my top priority of the session and I worked hard to address law enforcement concerns while working to strengthen our Second Amendment Rights.”

“Our state legislature has not made such a substantial change to our gun policy in more than 20 years when former Senator Jerry Patterson passed licensed concealed carry, and I was truly honored to carry this critical legislation,” Estes continued. “I couldn’t have done this without the strong leadership of Lt. Governor Patrick and the overwhelming support from my colleagues in the Senate and the House.”

Senator Estes confirmed the Dutton Amendment was not necessary because it was simply a “restatement of current constitutional law.

Chairman Larry Phillips was the author of HB 910. He was unavailable for comment at the time this article was published.

The bill now moves on to Governor Abbott for signature.

When a similar law passed in MO last year and went into effect in Oct, the local paper was full of "blood in the streets" and "scaring children" commentary. As it is, and in part perhaps because we had kind of a delayed implementation because of winter, I haven't had anyone get excited about my OC yet. Now we did get a restriction that OC was not RAS for stop and ask for CC which may be helping, but even very near cops, I have received nothing more than a nod or wave. The publicity was such that no cop could claim to not know about the statute. I hope it is much the same for TX.

If history is a lesson, we passed car carry in 2005, under the banner of travelling.... The Police departments and DAs deliberately ignored it and in 2007 the legislature came back and passed car carry in the very definition of UCW.....
If Police departments and District attorneys feel they are above the law again, I anticipate the legislature will fix that in 2 years.......
