The second's verbiage is common throughout the CRS with respect to concealed carry, as they want to make sure everyone is clearly aware that any "right to carry" in no way, shape, or form authorizes concealed carry. If you dive into the CC laws in the CRS, you'll find both the requirements for CC, as well as the exceptions granted for CC.
If you're going to carry a firearm in Colorado, whether OC, CC, or both, I highly encourage you to familiarize
yourself (that is, you become your own expert) on this section of the Colorado Revised Statues:

The reason is this: The Colorado Constitution is the foundation from which all other applicable law derives. However, knowing the CO Constitution itself won't keep you out of trouble, just as the US Constitution says nothing about having to obtain a drivers' license before you drive, or obtaining a CC permit before you CC.
Just as you must know the DMV laws before you drive, you must know the OC and CC laws of Colorado before you carry in Colorado.
