What about a Constitutional Amendment here in KY to allow Conceal Carry without a Permit?
Once again we didn't get Conceal Carry without a permit. So what about a Constitutional Amendment that accomplishes permit-less conceal carry by just deleting 18 words?

STATE CONSTITUTIONAL PROVISION - Article 1, Section 1, Paragraph 7.
“All men are by nature, free and equal, and have certain inherent and inalienable rights, among which may be reckoned: ... 7) the right to bear arms in defense of themselves and of the state, subject to the power of the general assembly to enact laws to prevent persons from carrying concealed weapons.”
The amendment would delete subject to the power of the general assembly to enact laws to prevent persons from carrying concealed weapons. That is it, nothing more. Existing CCDW permits would be will still be valid and continued to be issued for reciprocity purposes. The amendment could be read in mere seconds by any Kentucky resident and/or lawmakers.
The questions.
1. Could it be done?
2. Would this be more difficult or costly?
3. Could it be done this year even though the legislature would be out of session?
4. Is a Constitutional Convention needed for this very simple 18 word deletion?
