OC Encounter

I was carrying at Krogers (amongst many other places ) this past Sunday afternoon when I turned a corner and lo and behold one of Lynchburg's police was there. He looked at my sidearm, I looked at his. He said "How are you doing?" I said "fine, and yourself?" He said "well." We both went our separate ways. No different than any other encounter with other citizen I have met in my travels.

I have lived in LB about 18 months and am really enjoying the gun friendly culture here. I am glad I found this board. I often CC and would like to OC more, I fully support it, but am looking for a group setting to grow more comfortable doing it all the time, I dont want to sound weak, I just need some experience with encounters with the anti 2a people one always can run into at any time. it might be nice to talk with some of you about your experiences etc.

Does anyone know of an open carry dinner or lunch in Lynchburg coming up?

the fiance and I are very conscious of the benefit of open carrying, and can be very sociable, but are not the best with people confronting us, we arent the confrontational type. We just want to exercise our right to carry.


I just need i supposed a little more group setting to gain confidence OC'ing at first.

We've been to Vinny's a bunch in the past, but since it's been a while I'll pick it again to start off our lunches again. So, there we go, we now have a Lynchburg OC lunch perfect for you to bring your fiance and yourself and hopefully I can get some of the other folks to show up for this one. When my wife isn't working she comes to these with me and other couples attend as well, so you shouldn't be the only couple or family there. Let us know if you can come so we can call ahead and have enough seating. If you (or others) can't let us know in advance, come anyway. :)

We were scheduled to visit family in alexandria this weekend and it got bumped to next weekend because of the weather (other party traveling from northern OH:banghead:) so we may be going up there next weekend. At McDonalds I had a woman approach and tell me she gets it. But she was taking her food to go because she didn't want to explain to her son why he couldn't play with the gun. As she started to leave I told her that freedom of choice is a great thing, but perhaps if she moved to Venezuela she would be happier.

Oc'ed to the hillcats game. Officer caught me coming in and told me no weapons allowed. I locked it in the trunk. I thought Oc was allowed on city grounds. Officer informed me they have banned weapons at all city parks as well.

Due to preemption no local government my ban the carry of handguns on city parks or property. File a complaint with the Police Department.

If the ball park is leased by the team, they may well be in control. It is a "venue" issue.

Agree if ball park is leased but, as the officer informed that carry was banned at all city parks as well, I contend there is a violation of preemption or an uninformed officer trying to enforce a preempted ordinance.

Someone needs to do a little recon on this one so we can gently correct the city or the police department. ;)

I knew about the ball park and one of the other regular OCers and I here have tried looking into it, with no conclusions so far. I'll have to go looking for a city park to see what there is to see there. I'll recon one or two this weekend.

From all I can tell the team Lynchburg Hillcats is owned by the Lynchburg Baseball Corporation (LBC), which can be found on the VA SCC website with some information. What is unknown to us is whether the city has some ownership stake in the LBC. I'm not exactly sure how to find that sort of information out, other than possibly via FOIA request. It's my understanding that one of the Lynchburg city councilmen was looking into the issue at one time for the my other OC pal, but I don't know what came of it. The 2013 or 2014 Lynchburg city budget has lines for revenue from LBC, but that may just be leasing fees. If I can get Jero1987 to pop in over here and reveal what he knows he can help complete some of the story.

This is just one of the issues we would be discussing at OC lunches or dinners, but alas there seems to be litte interest outside of about 4 or 5 of us.

I just chatted with Jero and we concluded that from all appearances it appears the ban is lawful as it is implemented by Lynchburg Baseball Corporation, which uses Calvin Falwell Field, a property of the City of Lynchburg. I (or others) will have to dig into LBC ownership and the leasing details, which may come out with a FOIA request I suppose. If any of you have suggestions on how to go forth with these requests, I'll happily accept the instruction.

For the time being, if I want to see baseball I'll be going to a Liberty University game. Although OC is not permitted there either, CC is perfectly fine.

I have carried in the city parks, and in old city cemetery even had a long conversation with one of Lynchburg's prettier police. I have many times walked the Blackwater Creek again no issues. I think that only an ill informed member of the pd made this statement and the city council and the police chief should be given the opportunity to respond. I am aware that the mayor has tried to make carry in city parks an issue but I am not aware of any attempted ban via executive order. I will try to draft an foia request to see if anything is in the pd policy.
