I can see why the legislators of the fine state of Washington would be afraid of Grandmothers having unregistered guns...

But that should TELL them something.

No, I mean really, Grandmothers Against anti-Liberty Senators? GALS - phear them! :dude:

The NRA, GOA, and others failed to reach the general populace. I got plenty of notices from them about 594 and spread the word to everyone I could, but most of those people didn't vote and those that did already knew as I did. We didn't stand a chance.

Our only hope now is for the courts to strike the law as being against Article 1 Sec. 24 - plus strike the transfer language as being ambiguous. I thought I heard that legal action would be taken, but that is hearsay.

I think the last thing that is done before a date is set to take affect is the bill goes to our state supreme court to make sure it is constitutionally legal.

You don't think this stuff won't spread to OK like a disease? Also you need a CPL to OC in OK.

No. It will only go the Supreme Court if a challenge is presented that the Supreme Court accepts as valid. Someone with standing will have to file a lawsuit. The court cannot initiate an action - the court can only resolve an action that is brought before it.

Anybody call Sheriff Mack yet?

I'm having a really hard time finding a straight answer on this - and the actual text of the bill is so confusing that it doesn't help me..

The new waiting period of 10 days is for pistols only, right? And the provision to call in the NICS check immediately and purchase same day with a WA CPL is no longer available?

Remember that WA follows British Traditional Law so whatever is not declared illegal is automatically legal so all current CPL holders should still be able to buy a weapon and still be able to take it out that day. I assumed that because 594 didn't cover CPL holders, it should be still standing or at least grandfathered if it does pass.

The 10 days is if there's such a backlog and/or catastrophic event that the NICS check can't be performed in 10 days, then it's ok to transfer the firearm. CPL exemption to the waiting period is still in effect.

Bill states:
NEW SECTION. Sec. 4. A new section is added to chapter 9.41 RCW to read as follows:Code Rev/AI:eab 10 I-2745.1/13
Except as otherwise provided in this chapter, a licensed dealer may not deliver any firearm to a purchaser or transferee until the earlier of:
(1) The results of all required background checks are known and the purchaser or transferee is not prohibited from owning or possessing a firearm under federal or state law; or
(2) Ten business days have elapsed from the date the licensed dealer requested the background check. However, for sales and transfers of pistols if the purchaser or transferee does not have a valid permanent Washington driver's license or state identification card or has not been a resident of the state for the previous consecutive ninety days, then the time period in this subsection shall be extended from ten business days to sixty days.

Followed by:
Sec. 5. RCW 9.41.090 and 1996 c 295 s 8 are each amended to read as follows:
(1) In addition to the other requirements of this chapter, no dealer may deliver a pistol to the purchaser thereof until:
(a) The purchaser produces a valid concealed pistol license and the dealer has recorded the purchaser's name, license number, and issuing agency, such record to be made in triplicate and processed as provided in subsection (5) of this section. For purposes of this subsection (1)(a), a "valid concealed pistol license" does not include a temporary emergency license, and does not include any license issued before July 1, 1996, unless the issuing agency conducted a records search for disqualifying crimes under RCW 9.41.070 at the time of issuance;
