When told "You must show me your ID" (Ihre papieren bitte!) by an officer it would be more effective to say "Per RCW 9.xx.xx I have no obligation to provide you with ID as I am not operating a motor vehicle at this time", rather than "according to which law?"
Is there a problem with just throwing it back on the LEO by stating:

"Please inform me what law states I must show you ID?"

Then go from there depending on their answer.
It's weaker than saying "This explicit law says no, I do not need to show you my ID."
if it's not illegal for an LEO to demand it, and you refuse, couldn't this be considered disobeying a lawful order (or however it's worded)... that whole if it's not illegal for him/her to demand it, then it must be legal for him/her to demand it (which is the same reasoning behind open carry legality right? (other than rights and such))

if i'm way off please understand this is new territory for me.

Wait a minute. This is not Nazi Germany where the Gestapo could order, "Let me see your papers!" So far, we do not have a "National ID Card", and I hope we never do. There is no law, that I know of, requiring a person to carry identification. If you are driving a car, you must have a driver's license in your possession; and if you are carrying a concealed weapon, you must have a CPL in your possession; and you must show them when asked. However, if you are just walking down the street minding your own business, no identification is required.

I agree, but that doesn't prevent a LEO from demanding to see ID even when he has no justification under law to do so, and arresting you if you give him any static.

See http://newsite.michaelrighi.com/2007/09/01/arrested-at-circuit-city/ - that's what brought this to the front of my attention this weekend, and why I'm wondering if WA has a similar explicit "you don't need to see my ID {Jedi handwave}" law on the books.

Form letters receive less attention than even a mediocre personalized letter. Maybe some suggestions on elements to be included, but cutting and pasting won't help much.

I understand that writing is very intimidating to some people. But a simple letter should be fine, just use spell-check and check yourself for ordinary decent grammar- nothing fancy. Don't try to sound like a lawyer.

Don't worry too much, you're not being individually graded, the only pass/fail will be in the aggregate, based upon whether we convince the people in charge that our point of view is the correct one.

As the Hitchhiker's Guide to the Galaxy says: Don't Panic!
