It is infuriating that these folks have somehow managed to completely break the rules for creating a policy. Who is in charge of this process, and why did they allow this to happen? Why does our government (Senate Democrats, and now these educational institutions) continue to be allowed to get away with breaking rules?

Is ANYONE doing anything about this? I know there is probably reluctance to sue since that seems to stop the GA from considering legislation. Should be the other way around... legislation in process should stop the courts.

TFred

There is something waiting in the wings pending final decision in the event this does not get corrected in the GA. It won't be all inclusive, but it will shake things up. Not at liberty to say more.

Meanwhile VCDL is aggressively pursuing improvement on this front. Your well constructed poll was received and put into the mix.

6. Educational institutions operated by the Commonwealth, provided that, with respect to § 2.2-4031, such educational institutions shall be exempt from the publication requirements only with respect to regulations that pertain to (i) their academic affairs, (ii) the selection, tenure, promotion and disciplining of faculty and employees, (iii) the selection of students, and (iv) rules of conduct and disciplining of students. ..."

As you can see their regulation exceeds their authority since it also bans carrying of firearms by the general public inside school facilities, this is especially true when the school runs a Hospital that is open to the public for any and all care, i.e. VCU and UVA Hospitals.

Which part of this 'regulation' applies to "...(i) their academic affairs, (ii) the selection, tenure, promotion and disciplining of faculty and employees, (iii) the selection of students, and (iv) rules of conduct and disciplining of students. ..."? How is it that this was entered into the registry when it does not apply to any aspect of this? It is written as "law" to affect the public at large, therefore it should be removed immediately and struck until reviewed by the GA.

so what is allowed?

Okay so in summary,

are we allowed to carry a concealed handgun to campus in virginia? If so, which schools?

are we allowed to open carry on the college campus? If so, which ones?

What are your rights for carrying a handgun if you do have a concealed handgun permit on university property?

What are your rights for carrying a handgun if you don't have a concealed handgun permit on university property?

Example: you are allowed to open carry on the GMU sidewalks but you must have a concealed handgun permit and have the gun concealed if you want to go into any buildings and you must not be a student or faculty of the university.

You are not summarizing, you are misdirecting this thread.

While few will object to providing as direct an answer as possible to other user/poster's questions, it is considered responsible to first do some research. These subjects have been covered extensively elsewhere on this forum.

You tend to over generalize and not be finite in the liberal use of indefinite pronouns i.e. we, you, your - each of these will change the potential response.

While I do acknowledge that someone new to this forum may well not have the depth knowledge desired - it is not practical to hand feed each response. A good solution would be to partner with a more experienced hand and/or consider attending a meet n' greet breakfast/lunch/dinner in your area. A lot more ground can be covered in such face-to-face opportunities and solid relationships developed.

Be more personally responsible - hope you take this in the spirit intended, it is good advice.
