The license costs $105
The class costs $125-$150 on average
The passport photo is $5-$15
Some sheriffs offices charge for fingerprints between $15-$45
In total you may have to spend $315 or so for a license.

Not everyone can afford $315.

There is also the issue of having to take the class, go get fingerprinted, have your photo taken, go to the clerks office to apply, and in some counties having to go to the clerks office to pick up your license, and if you have to go in front of the gun board having to do that to, some people can not fit that stuff all in to their schedules, and may have to take off time from work to do it.

Then their are those people who are applying for the license, but don't want to be defenseless while waiting for the county, which in some cases can take more that half a year.

You also have the people who are between 18, and 20 years old who are not old enough to get the license, which you need to be 21 for.

Then there are those who simply refuse to get a government permission slip for a right.

A criminal by the way is going to carry anyway despite what the law says.

+1 Above is spot on. It never ceases to amaze me that free citizens are charged to exercise a right covered by the US & MI constitutions. :banghead:

OC4ME... correct me if I"m wrong, but isn't a benefit of the registration system and PPP that you are exempted from the federal gun free school zones?

I swear, it's like some weird form of Stockholm Syndrome.

Well isn't it true? How will people without the CPL get around the 1000ft zone rule? I'm just bringing up the future complication so that it can be addressed within this bill. Rather dramatic for you to state I am some how on the state's side....

I wonder how those folks in the ConCarry states (AK, AZ, WY & VT) are getting around the Act?

*Yes, we know the FGFSZA is federal and the likely-hood of conviction, absent any-other violation/crime, is minimal*

Probably the same as how someone from Michigan goes through Indiana (or Ohio), Kentucky, Tennessee, Georgia, then into Florida. Remember it only allows those licensed by the state which the school zone is located to be exempt under the license.

The GFSZ problem does affect Michiganders as well, it just hasn't gone to court yet. When it does, it will be a test case to see if the LTP provides the exemption for the federal law.

They better not. Fingerprinting is included in the $105 tax. They can't charge more for fingerprints.

Yup, the county sherrif is supposed to provide them for free. You may be charged $15 by a local PD, but not by the county sherrif.

http://www.legislature.mi.gov/(S(14...&query=on&highlight=concealed AND application

(9) An individual, after submitting an application and paying the fee prescribed under subsection (5), shall request and have classifiable fingerprints taken by the county sheriff or a local police agency if that local police agency maintains fingerprinting capability. If the individual requests that classifiable fingerprints be taken by a local police agency, the individual shall also pay to that local police agency a fee of $15.00 by any method of payment accepted by the unit of local government for payments of other fees and penalties. The county sheriff or local police agency shall take the fingerprints within 5 business days after the request.

It should be noted that the law causes a lot of unnecessary and potentially dangerous gun handling out in the open where people are more likely to freak out and call the police, or opens up a golden opportunity for a thief to try to get your gun.

We know of an OCer who died by his own gun because he chased the kid who took it. This gun was loaded and on the guy. Now, you have a situation where someone has an unloaded gun, their back is turned, and the gun is not even on the body.

If someone knowledgeable would like to meet with Eileen and I in the near future, it might do us a lot of good. Yance, you wanna do it again?

In general, I would suggest those involved lobby the would-be sponsor to make sure the bill is introduced during the first month of the new session, if she gets reelected.

I would hope that the finished product is only presented "after" someone who is anally retentive about the wording and how the wording affects what is hoped to accomplish works the kinks out.

I'm not knocking anything... just trying to remind folks that we already have a passel of laws filled with vague wording that requires court cases to get a ruling on what the legislators "meant".....

I agree, but there is plenty of time to get wording changed throughout the legislative process.

I can almost guarantee this bill will be assigned to the judiciary committee. Therefore, it would behoove whoever is handling this bill to find out who the next committee chairman is going to be and start getting buddy-buddy with him.

Of course, the next committee chairman won't be known until at least December.

***Benefit*** ???

As someone else wisely opined in another thread . . . requiring an un-Constitutional 'Permission Slip' in order to be exempt from another un-Constitutional infringement is not a benefit!

So consider yourself corrected! ;-)

Besides you are missing a major point:

Many law-abiding Citizens cannot get a home-state CPL because they are:

- an expatriate American
- a resident of Vermont
- a resident of Illinois
- a resident of one of the (highly-discretionary i.e. No-issue) May-issue states.
- unable to afford the permission slip fees (i.e. senior citizens on a fixed budget)

These good Americans are legally screwed as far as vehicle carry and the GFSZ* exemption.

*Even if they can get a non-resident permit from another state, but they are still prohibited from both vehicle and GFSZ carry because in both cases only a home-state permit suffices.

The goal is simple. To re establish car carry of weapons, taking the focus off of pistols and putting it on private property rights.

Plan B

To remove the "trunk requirement" from 231a.

This would allow a non licensed individual to carry an unloaded pistol, cased in the passenger compartment.

Same as you do in the trunk, just where you can get to it if needed.

Thanks for the corrections everyone... It's true that to have the registration in the first place is crap. I was just wanting to bring up the issue of the GFSZ... which I suppose could be a non-issue as it seems to be a stack on charge... I brought up the "issue" in order for consideration to be made in the new law to perhaps include some wording to address it somehow. Just trying to provoke some thoughts. Not saying I like registration, etc...
