I believe if you are trying to figure out what "system" the DOJ is using to process applications, you are going to have to use Chaos Theory instead of simple mathematics.... My interpretation of their "system" is that there are 35 overworked people flying by the seat of their pants, trying to do the best that they can.
Billy-Bob: "Hey Myron, I'm going past the Post Office on my lunch hour; got any apps to mail?" Myron: "Just grab any of those boxes sitting there... and don't take too long for lunch...."

Once again it proves they aren't waiting for the checks to clear.

There seems to be no set system of processing.

Many, if not most people have a issue date that occurred before their checks were cashed. So your 8 steps was not the norm.

I was just shocked that my wife's check and my check were cashed one day apart BUT our apps were probably 10,000 pieces of mail apart.

About half of those 35 are not application processors, but other staff with other job duties and responsibilities that are helping out as time permits.

I have no proof of this but in my mind, and hearing all the anecdotal evidence presented so far, the process goes like this:

1. Mail is received and staged by date received.
2. Mail is opened and reviewed for basic completeness (no checking of records, just that proof of training is included (and qualifies), all forms signed, none of the Y or N filed out incorrectly, etc. )
3. If # 2 fails, put back in envelope with payment and mailed back to applicant.
4. Check deposited
5. Application put in stack for background check
6. Application actually keyed into system and background check is run
7. If passed, queued for printing and mailing
8. If not passed, fee forfeited and rejection letter issued.

Thats is exactly what I figure they are doing it for everything if have read and heard. I tweaked just a little for ya.;)

Notice I said deposited, not cleared. Many different factors come into play for clearing. Does the state use the same bank as you, for example.

Personally I used a money order and have no clue when they cashed it.

Don't know when they cashed the check. I don't do online banking.

Poor RAK, he hasnt gotten his license yet, though he sent it out the day after mine. i sent him this message:

ok, i confess; it came to me, and i kept it. being the mean nasty person i am, you want your license, put 500 unmarked cheeseburgers in a large bag in our parkinglot at precisely 3 pm, or you will never see your license alive again.

I CANNOT BELIEVE IT!!!!!!!!! My check has cashed! I mailed it out on 11/3 and got cashed on 11/15. I thought for sure it would have been another 2-3 weeks at least until anything happened. So that must mean that my training and forms were accepted :). Now I'm really getting antsy in a very good way!!

Get This....Acquaintance Mailed Hers On 8th...Got Her License On 17th!!!

Mailed mine on the 1st. Check posted on the 10th, still nothing. Acquaintance mailed hers on the 8TH...received her license YESTERDAY..the 17th! This makes no sense at all.

Aww that horse sh*t. The 8th, mailed. That should be waaay at the back of the line. That means they mailed it on the 16th. Mine was mailed 1st, check posted 9th, and still nothing here. That means they moved that stack ahead of ours. Doesn't seem right there, what's going on.

glad to see she got it quick, but still.

The Way It Is Going My Wife May Get Hers Before Me...

Wife mailed her application yesterday. Let's see if she gets hers before I get mine. That would be Horse Excrement....

Unless we start to see a couple more like this I wouldn't get too riled up about this ONE second hand account. Yesterday was the first time I read of someone mailing as late as the 3rd and receiving a permit. But if it's at all true it might be good for me...I also wasn't able to mail until the 8th...but as of yesterday the money order wasn't cashed.

Wonder if my mailman's holding on to it...mine may have come before his<g>
