Could be. Most of the cops that I know use Sabre Red. Not sure why, and I've never asked, but it seems to be the most common among law enforcement. I've never seen any professional department use VEXOR, which surprises me, considering the potency of that hell in a bottle
maybe they have some concerns about using something that strong as a less-lethal option. OC spray, as you know is used often in situations where lethal force may not be justified. If the person being sprayed (or someone near them) is sick or elderly I could see an extremely strong OC concentration causing unintentional death. just a thought

Or maybe they just dont want to feel the back spray

LEEDs (Law Enforcement Equipment Distribution) on 6th Avenue in Tacoma is also a source for LTL irritant sprays. I've got a large one near the front door, another one near the top of the stairs, and a few various carry sizes of which I try to have one with me wherever I am. I think all of my stuff is the Sabre Red, as I remember the various MK-X size designations.
