oregon chl?

Sorry tried searching but it won't work on my phone....

My friend who lives in Vancouver wants his Oregon chl and I remember someone saying a a Oregon sheriff is good about it somewhere.
I told him to do this for the training http://www.mdgunsafety.com
But Multnomah County there not doing out of state chl right now.

iirc, it's Grant County sheriff, but I heard this a year or two ago, not sure if it's still true. I'd start there.

Did mine in Rainier, Columbia Co. No wait, no issues.

I did mine in Columbia Co, too, though note the sheriff's office is in St Helens, not Rainier (closer anyway if you're coming from Vancouver.)

The page linked here has a scary-sounding section about requirements for WA applicants, including this: "2. You must write a letter to Sheriff Dickerson stating why you want an Oregon Concealed Handgun License. Your reasons must be compelling in nature."

In my case, I was renewing, and for that they did NOT require the letter, or make the slightest inquiry as to whether my "compelling reasons" had changed. My original permit was gotten under the previous sheriff, and while the letter was required for new applications then, too, I sure don't remember the stern language about "compelling reasons". My guess is that it's there for appearances, and if you make a good-faith claim that you're sometimes in Columbia County and want to be prepared for your own self-defense, that will be considered compelling enough.

I recently renewed in Multnomah County under similar circumstances. Different sheriff now, but there was no request for a new "compelling reasons" letter or any reason what so ever. The fact that I had previously been issued a CHL seemed to be good enough for them.

I originally attempted to apply in Washington County back in 2008 but was told by the Sheriff's department flat out that unless I had a legitimate business interest within the county, they would not accept an out of state application.

I then inquired in Multnomah County and they said no problem as long as I had a legitimate reason to need a CHL for Oregon. Then sheriff, Bob Skipper accepted a "reasons" letter including the fact that I own vacation property within Oregon (which I do) and have friends that live in Oregon (which I do) and it probably helped that I listed those friends as one of my references.

The class will last approximately two hours, depending on student participation in discussions.


It will cover safe firearms handling principles, escalation of force continuum, de-escalation techniques, the basics of Oregon laws on firearms and self-defense, the difference between open carry and concealed carry, and pointers to further resources to educate yourself. We cover more than the minimum requirements of the state as most students desire more information. We will discuss some similarities and differences between Washington and Oregon law and encourage further research to fully understand everything you need to know.


This course will qualify applicants for the Oregon Concealed Handgun License.


We're located in Andresen Plaza. Come to the 'warehouse' spaces in the rear of the plaza. Please register in advance. Class will start promptly at 10:30, doors open at 10:00. Please arrive a few minutes early to be directed to parking. Coffee provided.
