A factory-fresh receiver, straight out of the CNC mill is a firearm, but it is neither a rifle nor a hand gun at that point and can be used to build a rifle or a hand gun.

The bottom line is: Untilthe receiveris built into a rifle it can be used to built either a rifle or a handgun. Once it is built into a rifle, it IS a rifle, even if all other parts are removed from it later on down the line in the future.

At that point, if one desires to turn itinto a firearm that resembles in handgun in all but name it's still a rifle, but a short-barrelled rifle. However,once the receiver is built into either a rifle or a hand gun, it is still not "registered as a rifle (or hand gun)" unless it's registered as an NFA device*in the NFRTR. There is no federal or VA state registry of rifles or hand guns. This is an honor code thing and can possibly be verified by the manufacturer. I.e., a manufacturer can verify during a BATF trace that the weapon in question left their factory as a stripped receiver, a completed rifle, or a hand gun. But beyond the NFRTR there is no rifle or hand gun registry.

*Note that "NFA device" is a term used to emcompass all NFA-regulated goodies...suppressors and machineguns, short-barrelled rifles and shotguns, AOWs, anddestructive devices (big bore and explosive), etc...

I suspect this is not true at all if it is not logged in some manner. I can easily make it a rifle or pistol at any time. Changing monthly. Nobody will know I ever made it into a rifle before I made it into a pistol.

Well I guess I'm going to stop joking around and start pricing and buying parts soon. I'm too much of and AR fan to settle for the AK-47 but the beer issue shouldn't be that bad.I'm only 20 so I won't be able to buy it but I spend 40-50 on grey goose vodka and 99 oranges so beer shouldn't be that much I have never priced it.

Oh man, you're only 20? Crap, you can't buy a stripped lower from a dealer. You have to be 21, because the stripped lower is neither a rifle or a pistol but it can be built into a pistol. Therefore FFLs can not transfer a stripped lower to you. Now, having said that, you can purchase a stripped lower from an individual. If you can find someone willing to sell. Another option is purchase all of the other parts and then purchase the lower when you turn 21.
