Well, I was armed, but unfortunately it was a different IHOP, and a couple of days later. I've been OCing while eating a weekly meal at this one IHOP here in town for a year and a half. Even though I know all the staff and the manager, our usual waitress for the last six months was still visibly reserved compared to the way she is normally. Had an armed citizen stopped the perp in Reno, I think her reaction would have been quite different.
You are right that the majority of people CURRENTLY aren't wired to defend theirselves.
I strongly disagree. Self-preservation is hard-wired into our brains.
We haven't been raised that way in a long time.
Now you're on target. Most Americans have been brainwashed into thinking that protecting one's self and family is somehow socially unacceptable.
But I see no reason why as a society we couldn't get back to it.
You'd be surprised at how rapidly we can return to a healthier collective psyche.
But I do believe you could get to a point where things such as your IHOP example pretty much wouldn't happen or wouldn't have as many deaths to them. Why? Because most criminals would be too scared unless they were planning on dying...
Deterrence is one of the main reasons I OC.

I sincerely doubt we'll see more than 10% of the general population as a whole carrying a firearm, and that includes both OC and CC.
Though for us to get there it is also going to require a change in the social mindset that simply won't happen with government at it's current size.
I like the idea of making people more responsible for their own security. However, I believe they already are, but simply don't know it yet! The best counter to this is to wear a T-shirt that says "I carry a firearm because when seconds count the police are just minutes away." That seems to hit home with most non-carriers I talk with.
