Yup. Sort of like the time I defended a DUI where the guy was arrested because he was the only driver on I-66 who was obeying the speed limit.

My dad got a ticket for speeding once - he was going the same speed as everyone else (which happened to be a bit over the limit). Officer flat told him it was because he was driving a county vehicle (gov't plates). Officer also told him that had he been going to speed limit, he would have gotten a ticket for impeding traffic (going slower than everyone else). Sometimes you just can't win.
