Funny you should mention this. It was one of the first things noted by the Police Officer in his report of the devildoc incident. It wasn't just that he was carrying a firearm, it was also HOW he was carrying it.

Correct, because it is a manner that is not nearly as common as a belt holstered sidearm. Even amongst LEO, military and the general public it tends to be a small fraction and therefore garners additional notice.
