Looking for some confirmation here on my understanding of the requirements to renew a currently valid Virginia Resident concealed handgun permit and what I believe to be extraneous requirements being imposed by the city of Virginia Beach.

According to the state police website:
Permit Renewal –* Section 18.2-308.010
Persons who previously have held a Virginia resident permit shall be issued, upon application, a new five-year permit unless there is good cause shown for refusing to reissue a permit. The same fees and time constraints apply in the instance of renewal. Persons who previously have been issued a concealed handgun permit are not required to appear in person to apply for a new five-year permit; the application for the new permit may be submitted via the United States mail. The circuit court that receives the application shall promptly notify the applicant if the application is incomplete or if the fee submitted is incorrect.

Persons*who*previously*have been issued a concealed*handgun permit*shall not be required*to appear in person to apply for a new five-year*permit, and*the application for the new permit, including a photocopy of the applicant's valid photo identification, may be submitted via the*United States mail to*the Circuit Court Clerk's Office, Building 10, 3rd Floor, 2425 Nimmo Parkway, Virginia Beach, Virginia 23456 or the Virginia Beach*Police Dept., Precinct 1, Bldg. 11, 2509 Princess Ann Road, Virginia Beach, Virginia 23456.*****

I have underlined the perceived extraneous requirement in the above section.

Nowhere on the application does it require a copy of phot id to be attached. I plan to call the clerk's office tomorrow and inquire on the requirement but wanted to check with folks here to see if I am correct that a photo id is not required? I seem to recall somewhere that if renewing by mail you needed to have your signature notarized but I do not see that listed as a requirement anywhere. There is no place on the 4 page form for a notary to sign.

I want to make sure I am sure of my facts before I contact the clerk's office.

18.2-308.010. Renewal of concealed handgun permit.

A. 1. Persons who previously have held a concealed handgun permit shall be issued, upon application as provided in § 18.2-308.02, a new five-year permit unless it is found that the applicant is subject to any of the disqualifications set forth in § 18.2-308.09. Thanks 2A4all. GUess the state police need to update their website because their quote of 18.2-308.010 doesn't have the part about the ID
