Also called my dad who was a VA. State Trooper. An ABC store is exempt from property owners rules. It is a state owned piece of property leased or not. It falls under state law not private property laws.

He said a person from an other country could run into a ABC store and ask for political asylum and while not federal they the employees would have to call the feds. and allow the person to stay there since state laws have come under federal regulation due to the fed. laws. with money aproperations (sp) from the feds.

Aren't we glad to have all these federal regulations.

I really doubt any BG would 'OC'...if their gun is showing when they walk in it is probably in their hand and pointed at someone.

Just because an officer cannot stop and demand ID does not mean the BG is automatically free and clear. For instance, there is the very real possibility that the officer knows this particular person and knows their record makes it illegal for them to carry. In that case no other cause would be required. :D

And, of course, if the officer thinks something is fishy they could hang out nearby and keep an eye on things.

From the perspective of the BG, there is no reason to 'show your hand' before the actual robbery begins...it just gives people a chance to prepare.

I've OC'd in a number of VA ABCs in numerous occaisions (OK, I have to get a resupply of Bombay Saphire from time to time...) and have never had an issue. As a matter of fact on two occaisions I've had very good discussions with the clerks about OC, CC, and guns in general.

One gentleman was a man of color at the Kingstowne (Franconia/Springfield area) ABC store about 2 years ago. He recognized my G27 as a Glock and we discussed Glocks. He knew about CC and "shall issue", but did not know OC was legal. He said he owns a Ruger 9mm, which I do too. Overall a very good encounter and conversation.
