1000 foot school safety zone

I am wondering about the law with regard to walking on a sidewalk that is 1000 feet (or less) from a school. Are all of the following true?

1. You cannot carry a firearm in a school building or on school grounds, regardless if you have a CCW license or not.

2. If you have a CCW license, you can carry a loaded concealed gun within 1000 feet of school property.

3. If you have a CCW license, you can "open carry" a loaded gun within 1000 feet of school property.

4. If you do not have a CCW license, you cannot carry a loaded gun within 1000 feet of school property regardless of how it is carried.

Unfortunately, that is how I read it as well. Another law that doesn't make much sense.
