Right. They only send out an FBI Background check that runs a NICS check on you using Federal Databases, the State uses any in State records for theirs, and they check your prints. The town keeps the actual 4 page record, because you are filing as a gun owner in your town, the state just recognizes that, and only that, and allows in state carrying. My town didn't need references, but did require my employment history, which legally they technically can't ask for either, but they do. Still it's a game of whenever they sent out the request State/Federal BG check and for prints to be read, and really it's the State BG check that takes the longest.
So does the FBI check get sent back separately from the State check? Maybe that is why some people have been able to get their permit approved quickly because if the FBI check is done that would pick up any CT issues, I mean I guess there could be some motor vehicle records that aren’t in the FBI check and possibly some mental health records but it would seem that 99% of what the PD needs is in the federal check which is a fingerprint check and is supposed to positively identify any criminals.
