I found a memo/training bulletin on the DPS website that clearly explains carry in a alchohol dispensing establishment to be illegal short of the recent changes.

This memo includes both definitions for dispenser as well as licensed establishment and a brief summary from Mr. Guttmann.

Also, I found this one as well,

They say ignorance of the law is no excuse, with the internet and all the information available there should be no excuse for violating this law.

BTW, These memos appear to have been written some time back, not in recent months.
