Where/When legal to record LEOs

So let's skip to sub. (4) and see what the exceptions are, shall we?

167.31(4)
(4) Exceptions.

167.31(4)(a)
(a) Subsections (2) and (3) do not apply to any of the following who, in the line of duty, place, possess, transport, load or discharge a firearm in, on or from a vehicle, motorboat or aircraft or discharge a firearm from or across a highway or within 50 feet of the center of a roadway:

167.31(4)(a)2.
2. A member of the U.S. armed forces.

167.31(4)(a)3.
3. A member of the national guard.

167.31(4)(a)4.
4. A private security person who meets all of the following requirements:

167.31(4)(a)4.a.
a. He or she holds either a private detective license issued under s. 440.26 (2) (a) 2. or a private security permit issued under s. 440.26 (5).

167.31(4)(a)4.b.
b. He or she holds a certificate of proficiency to carry a firearm issued by the department of regulation and licensing.

My question would be what 'certificate of proficiency' is referred to. Does WI issue such?

Yes they do, but until receiving that certificate OC in a car or boat is illegal, unless you are an exception as stated above.

In other states does even having a CCP allow you to carry a loaded pistol in a running/moving vehicle? A LOT of folks seem to think it does.

Hey, guess what, until you receive a certificate that says you're qualified to drive it's illegal to operate a vehicle upon public roads as well. Does that mean that every time you see someone operating a vehicle that you'd be within your authority (if you were a law enforcement officer, that is) to pull them over to check if they possessed a license?

By the way, in some other states, it's not even necessary to possess a license to have a loaded firearm in one's car; openly carried, concealed, loaded or unloaded. Different jurisdictions have different laws, as demonstrated when you confused one state's with another's.

I think it's pretty obvious that you overstated your case.

Your list is incorrect.

Neither notification nor consent are required to record video or audio of ANYONE in CT under almost any circumstances. As long as its not for "prurient purposes" and as long as its done in person, not over the phone. (CT is a "two party consent" state insofar as phone calls are concerned")

I have confirmed this with Deputy AG Steve Sarnosky.

I explicitly asked DAG Sarnosky if this meant I could record LEOs in the course of doing their job. His reply was that so long as I was far enough away so I wasn't interfering it was perfectly legal. I then asked what if the LEO was talking to me when I was recording. He said that it was fine.

Oregon, Montana, Utah, Nevada, Arizona, Idaho, Wyoming all come to mind as states where you can carry a loaded firearm in your car with out any kind of a permit.

Sheepdog251 you really need to get out more. You remind me of the LEO from back east that approched me at a Tea Party event and asked if I was LE. He liked my Kimber and was surprized that the Spokane Leos simply didn't pay any attention to me. We are generally a lot freeer in the western states than you are in the midwest or east.
