9 months after President Obama signed the Credit Card Restructuring Bill, which included a pro gun amendment that allowed citizens of the U.S. to carry a concealed and loaded weapon onto National Parks and Wildlife Refugees, which will be Feb 22, 2010, one will be able to carry concealed at Toadstool National Park as well as Scottsbluff National monument. Any other places, as such, that this would also apply?

It definitely allows concealed carry, but the text of the amendment doesn't specify only concealed. It defers to state law, so in several states (including Nebraska) that would permit open carry as well. This new law goes much farther than the DOI rule change of last January that was blocked by a court. Probably the gun-grabbers now wish they hadn't challenged the rule change.
