Do you need a state ID or is a CCW enough?
I ask because, I have yet to switch to a ME license, however, my permit will be issued soon, can I use that?

There is no requirement on a ffl to inspect any documents other than the 4473 ATF form and information contained within it.
Now it IS not proper for a ffl to sell an outta state resident a gun (I think this law is goofy but it is what it is)...to sell to an outta state person, the ffl needs to transfer the gun to a ffl in your state and he does the actual transfer.
Most flls do require IDs to insure the information on the 4473 is complete/accurate...that's up to them.
Are you officially a Maine resident? Are you registered to vote here? How are you getting a Maine CCW without a Maine driver's license? I'd say it's going to be dealer to dealer. A dealer can refuse business if he thinks it's suspect. It takes like 10 minutes to get a Maine ID if you're a Maine resident... Just do it.
Federal law says only handguns require an FFL in the Buyer's and seller's state. Long guns only require an FFL in the SELLER'S state. Some states do expand the requirement and prohibit long gun sales to out of state residents. Maine does not have such a requirement. Therefore it's perfectly legal to sell an out of state resident a long gun. The 4473 form does require an ID and that part of the form must be completed by the seller. So yes, the seller must inspect an ID...
