Question sending a complete AR15 upper to MA

Is it legal with no lower? The person that won my GB auction for a complete Spikes AR15 upper 16" barrel flash hider un pinned and a bayonet lug, lives in MA. Any advice from MA would be appreciated.

I registered specifically so I could join in on this conversation.

OP, the same exact thing just happened to me too. I had a brand new complete 16" upper with threaded flash hider -- won by a person with no GB feedback. And get this -- winning bidder has a police department .org email address. :uhoh:

So yeah, anyone know if these uppers can be sent into MA?

While the Flash Hider, bayo lug and unpinned stock violate the MA AWB, It's legal without a lower because it's not a rifle without the lower. Many people in MA buy things and have them "tweaked" to comply. Most gun shops are accustomed to MA'ing stuff from out of State. (I'm from there).

I am also curious if it is legal to send the upper if the guy on the other end doesn't have any lowers? He would not be in possession of a gun?

Only the lower is considered a firearm.
