On radio station K57, Senator Ada said there would be a public hearing in committee of Bill 296, which reforms Guam law to make it shall issue.

Guam passed castle doctrine 10-5 signed into law on10 February by Governor. Some of the people who voted against castle doctrine are co-sponsors of the shall issue bill.

Good stuff, great radio blurb.

Any update on how the legislation was perceived during the public hearing? Is there a bill tracking website for Guam to follow this?

What effect, if any, will the proposed bill have on open carry?

OC w/o a permt? OC w/permit?

I believe it was positive during the hearing.

Chief of Police & Assistant D.A. "testified in favor of the measure" (http://www.kuam.com/story/25149925/2014/04/03/guamanians-discuss-right-to-carry-concealed-weapons) with certain caveats. That in of itself is a good thing.

Sorry, not that I know of. Currently, there is a 10 day "written testimony" submission period that ends in a couple of days or so. I'll email the senators and see what's next.

This is welcomed news, thanks for the share. Heck- I don't live in Guam and I'm excited for you. It's very beneficial that the Guam police Chief and DA are onboard.

Hopefully there will be a provision for non-resident licenses or reciprocity in the future. But we must walk before we can run, and it sounds like Guam is moving in the right direction.
