Uhm, it is in fact, a form of 'open carry'.

Tradition has it that undergarments are not worn under kilts, and therefore its an 'open carry' garment. It however, doesnt indicate what is being 'carried' 'openly'. Since it isnt a firearm, its a smidgen off topic.

The Scottish culture is definitely a fighting one. Also one that made a practice of open carry of arms. Ever notice the knife Scotsmen carry in their stocking?

Courtesy and etiquette would demand that when entering the home of a friend, any concealed weapons would be revealed. It follows that the sgian achlais would be removed from its hiding-place and displayed in the stocking top held securely by the garters."

I saw a guy wearing a Utilikilt for the first time the other day. I am in Virginia for the month, and saw a guy (early to mid-twenties) wearing one going into a restaurant in Barrack's Road in Charlottesville.

I have seen one before; there was a girl (a very cute little redhead) wearing one at the science museum in Houston.
