I swear I was just 'operating in good faith' and if anything it was an 'isolated incident.' If I did anything wrong, it was just a 'training issue' and we can fix it in-house without involving the courts and costing the proud taxpayers of our fair city any money."

I wonder, did he learn that from that officer who yelled, "Stop resisting, stop resisting" as he beat someone senseless? Or was it the one that screamed, "Don't go for my gun!" at the driver who had his hands raised above his head during a traffic stop?

Apparently, it's not the officer's first brush with the law.

The one thing i don't like in articles like this is where they mention "officer arrested war veteran". For all we know, he was a cook or drove a truck, even if he was a special ops, how does that make him more/less entitled to the rights our Constitution enshrines?

If i was falsely imprisoned for criticizing an LEOs driving, what would the article read? "manager arrested for criticizing officer's driving"? a I guess it just sensationalizes the article and gets people more upset.


Wow, it's a good thing this bad apple is finally off the street. This guy has serious issues with three previous documented cases of violence against undeserving citizens. Ive seen some fights a long time ago in college but ive never seen someone with two broken vertebrae and a broken eye socket or another guy with broken bones! I cant imagine the violent beatings these individuals took for what were probably minor issues or questioning his authority.

"Previously, Corcoran was sued in U.S. District Court for allegedly entering a home on 1630 S. Taney Street without a warrant in Nov. 2008 and beating up a resident, leaving the man with two broken vertebrae, a broken nose and a broken eye socket.

Corcoran was sued in federal court for the Nov. 2009 beating of a South Philadelphia man who Corcoran and another officer "kicked, stomped, beat, punched and otherwise assaulted" leaving the man with broken bones and requiring stitched;

in May 2011, Corcoran allegedly arrested a man without probable cause at 21st and Latona Street and "violently man handled" the man.



oh wow, i kept reading and there were two MORE cases: 5 total previous instances of serious violence against people.

June 2009, Corcoran was accused of striking a Grays Ferry man in the face, causing a “blowout” fracture of the his orbital bone, then falsely accusing the man of assault and possessing a controlled substance.

In a second, unrelated suit, filed six months later, Corcoran was accused of beating a Willow Grove man and throwing him headfirst into a newspaper box during a disorderly conduct arrest.
In each case, the defendant was eventually cleared in court of criminal charges.

Both suits were settled for an undisclosed amount in 2010, before they went to trial.


i wonder how much money he cost the City in these lawsuits over his career and how many other instances he attacked someone or falsely arrested them?

A Philadelphia police officer has been suspended and criminally charged after he allegedly yanked a war veteran off a Center City corner, handcuffed him and drove him around in his SUV, irked that the man and his friends had criticized his driving.

Don't even have to read the story to know that the suspended officer - is going to get let off easy. If a citizen grabbed some one off the street while carrying firearms, do you think they would ONLY be charged with false imprisonment, obstruction & oppression? Pretty sure the charges would involve: felonious assault, kidnapping, wreck less driving, etc... and face years of prison time.

This will get plead down to some misdemeanor & the officer will be back at work shortly afterwards. Had it not been caught on video, I am sure the citizen would have faced multiple FALSE charges from yet another badged criminal.

I hope to be proven wrong. History tells me that most likely I'm not.

Well, he was charged .. that's better than most initial outcomes ... maybe additional charges will be added if he does not plead out; a common DA tactic

Again - glad some small charges were brought. Just irks me beyond telling on how the rigged system treats some better than others. Whatever happened to equal under the law? Clearly that went out the window long ago. This guy should face kidnapping charges and go to jail for years as any of us would have, had we done something so vile.

All this over that cop being mad that the pedestrians called him out on his illegal U-Turn... WTF!

Sometimes the designated 'loose cannon' goes too far? How did management let this go on for so long? He wasn't getting by on his charm, after all.

yes i agree but look at his 5 previously documented cases where he broke people' bones, shattered two individual's eye sockets and others required stitches. It's really a shame he was allowed to continue abusing his authority for so long. There really is no telling how many other times he hurt people or falsely charged them.

Just another Isolated "Bad Apple", but what about all the other bad apples he has worked with, had for supervisors that did nothing and kept quiet over the years.

Just glad they are finally doing something before he killed an innocent person.

Ask yourself why are they finally doing something? The answer is witness's and video; not because of some moral reason.

You and I both know that "citizen's arrest" doesn't work out well if the arrested party is a police officer, regardless of how deserving of arrest. Unfortunately, police officers are given more credibility than us mere citizens.
Now, that is by no means an anti-cop attitude. I'm just pointing out this disparity in the courts. A police officer's word should be no more or no less valid than that of a non-badged citizen.

Another reason for requiring police to carry A/V recorders. The recordings can do nothing but absolve the honourable officers and condemn the bad apples.

I wonder if it would be possible to have it codified into law that LEOs are not immune to being arrested by concerned citizens. The following is from the Arizona Revised Statutes, Title 13 (Criminal Code):

13-3884. Arrest by private person
A private person may make an arrest:
1. When the person to be arrested has in his presence committed a misdemeanor amounting to a breach of the peace, or a felony.
2. When a felony has been in fact committed and he has reasonable ground to believe that the person to be arrested has committed it.

13-3889. Method of arrest by private person
A private person when making an arrest shall inform the person to be arrested of the intention to arrest him and the cause of the arrest, unless he is then engaged in the commission of an offense, or is pursued immediately after its commission or after an escape, or flees or forcibly resists before the person making the arrest has opportunity so to inform him, or when the giving of such information will imperil the arrest.
