I stopped on my way home to have lunch. Sat down in Sbarros and in front of me 3 tables to my left was a guy with his family having lunch. The gent was OCing. If I finished before they did, I wanted to stop and chat for a few minutes. Don't know what he noticed, but I did NOT see any reactions from anyone.

Technically, no. In practical terms, yes. Maryland permits are not conceal only and there is no prohibition of OC. Unlikely a MD permit holder would be OC'ing. They probably do not even know it is legal.
