Since word is that starting next year the process for getting a Pennsylvania carry license will be somewhat onerous for us non-residents, I stopped procrastinating and sent off to Centre County a couple of weeks ago. Downloaded the form, filled it out, sent it and the other needed items along on a Sunday afternoon. By the following Saturday my license was in my mailbox!



Thanks to Sheriff Nau and his staff for making the process as simple as it should be everywhere else!

Still issued by the county sheriff....but they are under the impression that everybody will have to apply in person so as to take the picture...

Starting in 2010, PA adopted a new format for it's LTCF card. Its like a drivers license, and your photo is printed right on the card. They say that this new system requires that you be present to have your picture taken.

I'm all for a more wallet-friendly card, because the current PA LTCF card is a weird format and requires that you fold it in half to fit in your wallet. This makes the card wear out a LOT faster if it's not laminated, and laminating it makes it difficult to get a good fold on it. So yeah, I'm all for the new card, but the requirement that you have to actually apply (or renew) in person is a little inconvenient.

Funny thing that. VA has the same system, and you can send a passport photo to VA and it works just fine...

But anyway, yeah, it's going to make it a little more difficult for us out-of-staters. Centre County is about 12 hours away for me. But luckily, I go to an event every summer near Newcastle, and Centre Co is only a few hours from there, so I'll probably just renew my card the summer it expires, when I'm up there camping...

Thing is most of the PA residents already get the drivers license type hard card with picture. So it wouldnt be too hard to start issuing to non-residents the same card.

The "issue" comes into play with

When an applicant does show up in person at a county sheriff’s office, his or her driver’s license will be swiped and the information automatically transferred into the system. That will be submitted to state police for a background check.

Seems that somebody doesnt want to manually enter the info anymore... ;)

With the new in person LTCF picture requirement, are they using the unconstitutional biometric cameras in PA now like they do at the DMV?

I REALLY disapprove of that.

NRA ILA says Ohio does not grant out of state permits.
First, the Ohio resident gets an Ohio License to Carry a Concealed Handgun using this application and process described on the Ohio Attorney General web site. This would not be required if Ohio did not issue permits to its residents. Since OH issues to its residents, PA requires OH residents to have one from OH first.

Then, the Ohio resident gets a Pennsylvania License to Carry Firearms using this application and process described on the Centre County, PA web site. Other counties will issue non-resident licenses, but Centre county is respected as the de facto standard issuer.

Aside from being a "prohibited person" or being otherwise ineligible for a concealed handgun license in both OH and PA, there is nothing stopping an OH resident from obtaining a PA LTCF.

For instance, WV and NC are both "shall issue" states for residents, but NEITHER of them issue non-resident permits...

That is correct....only FL, ME, NH, SC, MI, and CO have that restriction.

Because non-residents will have to apply in person, versus the current system, where various counties just have you send a copy of your license, etc. and issue you a PA license with no travel involved on your part.

According to the new LTCF procedure in PA, by MArch 2011 ALL LTCF cards need to have their photo taken and create an electronic signature made, so that the new cards are compatible with the "Commonwealth Photo Imaging Network", a requirement that was included in PA HB 1717 passed in 2005:

Sheriff Nau in Center County has estimated that this new requirement will result in a loss of over $100,000 in revenues for his county, because a lot of out-of-staters won't be willing to drive to PA to renew, or get new permits anymore...

This new requirement is simple a way for the more fascist counties (and the state capital) in PA to punish and penalize the law-abiding counties like Centre Co for following the law and giving people LTCF's without additional, extra-legal restrictions.

It has nothign to do with safety, or security, or preventing fraud. It's all about an attempt to curtail the issuance of LTCF's to non-residents--plain and simple. The fact that this program is ALSO going to severely impact the revenues of the "free" and law-abiding counties that issue LTCF's to non-residents in accordance to PA law is just icing on the cake for the anti's in Harrisburg and their Brady-esque cronies in Philly and Pittsburgh...
