I am wanting to send this comment to Janice K. Brewer, Governor of Arizona and the Attorney General Tom Horne I am concerned and not positive, but don't you need a License to act as a Private Investigator in the State Of Arizona? If so why hasn't Mayor Bloomberg been charged for this crime. He has stated publicly that he had been in Arizona working as a private Investigator with other Investigators from his State employed by him and the city of New York. The question is was he Licensed to conduct private investigation in Arizona? If not! Shouldn't he be Held Accountable for his illegal actions as well as his open admittence that he purchased guns illegally and with the intent to defraud as well as entrapment. And therefore should be prosecuted by the State of Arizona And The Federal Government. This will show criminals that they are to be held accountable no matter who you are. Well thats my point of opinion any way.

This is what I found;

It is illegal for a Private Investigator to work in Arizona without an Arizona license. Arizona does not have any reciprocity agreements with other states.

This is only what "I" am understanding from the stories, media, and news.
I am not an Attorney nor do any of my views and/or opinions represent any legal interpretations thereof.

I also have a question as to whether Mayor Bloomburg, in ordering his underlings to purchase weapons for him, has violated the statutes concerning straw purchases. I have inquired of the BATF whether they plan to conduct an investigation of any violations of Federal firearms laws, and if they will charge any individuals if violations are discovered.

Both Good Questions

Both are very good questions. I believe that one would have to have standing in order to file a criminal complaint. For example, someone in Arizona would have to go to the D.A. and swear out a complaint on facts within their personal knowledge (not just what they read). Otherwise, it would be hearsay evidence.

As far as the BATF, anyone can call for an investigation into suspected illegal activities and if they refuse to investigate, a person has standing (because they are federal) to file suit against them for "looking the other way". (Having information that a federal crime was being committed by certain persons and failing to act upon that information, resulting in selective prosecution).
