Either its considered a machine gun or its a fake.

It avoids the "machine gun" category by having two triggers, and firing two rounds simultaneously rather than sequentially. It's an interesting, but questionably practical new concept. If Arsenal is smart in their marketing, it will be a limited production item, and I doubt that it will become a big seller. But, it will probably (and quickly) become a "firearms oddity collectors" item... as did the Dardick Tround and the MBA Gyrojet. Pax... :)
