You can write a law allowing the firearms on campus. However, the campus can merely, through policy, not allow them to be on campus.
I doubt the law would be far reaching enough to prevent policy...

All depends on how statute is written. Might could apply to state universities only if tested, as seems private colleges could simply post or yeah, make it a condition of employment/firing. Would need a helluva lot of signage if they went the posting option though!

But methinks it's all just a little smoke, no way there's enough fire in the bellies in Nashville for this. Only thing as bad as your average elected Democrat is a Tennessee Republican.
