Constitutional Carry Bill Filed in Ky. Senate

SB 150 is the 2019 Ky. Constitutional Carry bill. NRA has sent out an email asking members to support SB 150. That email says the bill will be heard in the Senate's Committee on Veterans, Military Affairs, & Public Protection on Feb. 12 at 9 am. That is not correct. That committee meets every THURSDAY at 9 am and the next scheduled meeting is on Feb. 14. The bill will be heard this coming THURSDAY in Room 169 of the Capitol Annex. Here is a link to the bill:

Long way around the barn just to say no permit is needed to carry CC or OC, but politicians will be politicians.

Even though it's a NRA bill it reads well.
No FOL signage, fines and expanded no carry zones like their last disaster.

Hope this one, if it stays the same, gets passed. Ain't holding my breath though.

Senate Bill 150 passed the Senate Veterans, Military Affairs and Public Protection Committee this morning. There was one "NO" vote cast by Denise Harper-Angel of Jefferson Co. It will now go to the Full Senate for a vote. I think it will pass.

Yooooo Hoooooo...ramification of said legislative enactment...KY’s citizens w/o State issued CDW permit/licensure must now endure FBI NICS background checks to purchase...

Oh those lucky Kentuckians to have such wise overseers...

[sidebar: how is state/state CC going to be handled? Similar to ID’s ‘enhanced’ permit/licensure?

Granted, ccdw permits actually all states cc permits are infringement and should never have been settled for.

Agree there is nothing "constitutional " about the bill as it simply undoes the unconstitutional requirement to conceal, an infringement that should have never existed.

But that infringement needs to be repealed and this bill does that without adding any other infringement.

It's honestly the only "pro gun " bill that's been proposed this time around that's worth supporting as the others simply add restriction we as a state have never had, such as Goforths bill that attempts to tie permits to OC in certain places. Which the legislature has no authority to do BTW.

From what I understand the ccdw permit will still be available to those who need or want it to travel out of state.

But in state it won't be needed. Should never have been needed or adopted in the first place.

Probably not. Few kentuckians ,at least native ones don't already own quite a few guns. Many if not most never bought the firearms at a ffl so no NICS check. I've acquired several handguns without a nics check. Private sales is all I do. I don't buy from dealers.

No paperwork, and I can usually talk the seller down a little bit. :) I did buy two rifles from a gun store because he gave me a deal on buying two at once. They were a new Henry .22 mag pump and a Mosin Nagant M44. :) But, private sales at gun shows are my preferred way of buying a gun. :D

Good way to go. I personally don't go to gun shows. Usually buy , trade or sell to private individuals. Most of my friends have mucho firearms of all kinds when I have the need to squire a firearm.
No check, no paper, just cash and carry lol.

It is hard to say. I think the chances are good. Republicans hold a supermajority in the House but there are a lot of new people and they have no voting history to judge. If it gets a little support, it can be passed. I just wonder how much heat these new members are willing to tolerate. A lot depends on the committee assignment.

It should sail through the House. Especially if the Republicans want to hold that majority.
They are on thin ice after the teacher strike sewer bill debacle. And they know it.

The bill has been referred to the House Judiciary Committee. Three amendments have been filed.
The three amendments are:


House amendment #1:

Amend Section 1 of the bill to prohibit permitless concealed carry by non-residents of the Commonwealth, certain controlled substance and alcohol users, certain persons owing back child support, or persons convicted of violating KRS 508.030 or 508.080 within three years prior to carrying the concealed weapon.

House amendment #2:

Amend Section 1 of the bill to require firearms training and documentation of the training on a state issued identification before a person can carry concealed weapons without a permit issued under KRS 237.110.

House amendment #3:

Amend Section 1 of the bill to require a background check, firearms training, and documentation on a state-issued
identification card that those requirements were completed before a person can carry concealed weapons without a permit issued under KRS 237.110.

They are all sponsored by one Representative, John Glenn of Owensboro, a democrat.

I have heard from a very good source that this bill will be heard in committee on Wednesday, Feb. 27 but the schedule won't be published until Tuesday night.

Thanks. I figured they would screw it up before letting pass.

If those amendments are adopted it's just a, ccdw permit by another name.

And they will likely adopt those amendments.

Oh well, maybe next time.
