Can CT Cities Prempt Carry Permit?

Is it true there are some cities in CT where you cannot carry even if you have a permit?

I think one of them has the Office of Legislative Research memo on the topic.

Essentially.......

The towns can have it on the books, many won't even enforce it (if they tried).

However, the OLR report pretty much stated that the courts usually side with the state where state law exists.

I don't know anyone that has had an issue in either town.

My girlfriend lives in New Britain and I carry all the time - never had anyone say anything....... yet.......

Depending on the situation, I open carry as well. My argument there is simply.... you're ordinance says I can't conceal, so I open carry and follow the law.

Do it often when I take my dog out for walks around the neighborhood. Lot of people, nobody has said anything. A few lookers and such, but no activity yet.

Sure, but the ordinance is clearly against concealed carry, not open carry. So how would open carry prove that they are not enforcing the concealed carry prohibition and how would they know if you are carrying concealed to use the ordinance against you?

The only time I could imagine this being applied is when someone was arrested for some other crime or detained at least and being frisked. I would imagine in most of these situations the person wouldn't have a permit anyway, so the state charges would apply.

This would be brought to a head if we could find a city or town where there was an ordinance against open carry, but there are none that I know of. As OC becomes more well known, it will be interesting if any municipalities try this and what the result will be. I would imagine they would be struck down, but we have a shortage of people and organizations that are willing to push legal issues and help fund legal actions in this state.

since then, I haven't been harassed, when I open (which so far, I expected). My stepson is an explorer and he brought it up with some of his supervisors. They said they would bust me, so it would be interesting to see who hits me up and when.

As far as the concealed bit, I agree there as well.

I live in New Britain.

The conversations I've had with New Britain cops have ranged from the late Captain Matt Tuttle ('...I'd arrest you for BOP for Open Carry...') to a patrol officer on a call at my condo complex asking '...shouldn't that be covered..?'.

Business as usual; cops just don't know what the law is.

I'm about 50/50 open/concealed carry.
