Currently in CA you cannot carry a loaded firearm in most all circumstances, which leaves most of us with Unloaded Open Carry. One of the State Assembly members here has been wanting to make it illegal even to possess an unloaded firearm as well.
It looks like they finally codified the new offense.
AB 1934 is loaded with a bunch of new exemptions to other PCs and the codification of § 12037:

(a) A person is guilty of openly carrying an unloaded handgun when that person carries an exposed and unloaded handgun outside a vehicle on his or her person while in any public place or on any public street in an incorporated city or in any public place or on any public street in a prohibited area of an unincorporated territory.
