Best program for adding captions or subtitles to RKBA video?

I have a few videos of me being "mistaken" for a "suspect" while CCing (twice this year) and some of the audio is not really clear, and before I post it public to youtube I would like to caption it so it is clear. (There are some 'refuse to identify' issues as well,) but as we all know, "**damm Constitution jerk!"...
If anyone knows of any programs that I could use to do so it would be greatly appreciated.
Anyone who know of such programs and would like to see the "raw" videos, you can PM me.

Just use YouTube annotations, which are easier to edit.

I have tried captions with no luck... will give a shot at the annotations. Do you know if you can save it with subs permanently on in case I wanted to send it elsewhere? or would I have to download the youtube quality one back down to have the subs?
