I admit I do not understand the no guns policy of the state fair - doesn't seem legal to me as Arizona has state preemption and the fair is a state agency.

"The Arizona Exposition and State Fair (official name) is a self-supporting state agency, and receives all the monies from the state's General Fund."

If an operator of a public establishment or a sponsor of a public event requests that a person carrying a deadly weapon remove the weapon, the operator or sponsor shall provide temporary and secure storage. The storage shall be readily accessible on entry into the establishment or event and allow for the immediate retrieval of the weapon on exit from the establishment or event.

B. This section does not apply to the licensed premises of any public establishment or public event with a license issued pursuant to title 4.

C. The operator of the establishment or the sponsor of the event or the employee of the operator or sponsor or the agent of the sponsor, including a public entity or public employee, is not liable for acts or omissions pursuant to this section unless the operator, sponsor, employee or agent intended to cause injury or was grossly negligent.

D. For the purposes of this section, "public establishment" and "public event" have the same meanings prescribed in section 13-3102.

Get 100 people together to enter at the same time. Each request storage as required by the statute. Give them a severe headache. Then join in a class action suit when they fail to do what's required.

Doesn't even take a hundred 10 coming and going at short intervals well give them headaches.

The State Fair is considered a "public event" and as such, they can legally prohibit carry within it:

"13-3102. Misconduct involving weapons; defenses; classification; definitions

A. A person commits misconduct involving weapons by knowingly:

...

10. Unless specifically authorized by law, entering any public establishment or attending any public event and carrying a deadly weapon on his person after a reasonable request by the operator of the establishment or the sponsor of the event or the sponsor's agent to remove his weapon and place it in the custody of the operator of the establishment or the sponsor of the event for temporary and secure storage of the weapon pursuant to section 13-3102.01..."

If you read through the entire section, you will come across the usual exceptions to the prohibition such as law enforcement officers and the like. As a previous poster referenced, by law, secured storage is supposed to be provided by the owners/operators of these events; unfortunately, they rarely abide by this stipulation and get away with it as there are no penalties for them to deny the storage.

Give them a penalty. I strongly suspect there is an attorney around there who could pester them enough not repeat the situation next year.

just as some folks believe that open carry has it's benefits, so does concealed carry.
I am NOT encouraging you to break any laws, but I can tell you that I have mistakenly entered a place of business being CCW and nobody noticed or cared.
ONE place, a doctors office no less (my holster is so comfy I don't even know I have it on) that was posted and when I took off my shirt. He said "whats that?"
I said "oops, sorry, it is a 45 automatic, do you want me to run stash it in my car?" he said, "don't worry about it, that sign is for morons, not folks like you".
I didn't ask him if the sign for the whole building or just his practice.
