When the CIA is running a covert drug running operation they (CIA) must make it appear that we are fighting evil in the world and American casualties is worth the price.

Perhaps these "failures" are similar to the failures in Vietnam. Because the military kept getting "over-ruled" by politicians who had little knowledge (and less interest) in doing what was necessary to actually WIN these battles, Vietnam and now Afghanistan became "quagmires" that sucked the life out of everybody.
Some tactical nukes in the mountains would have put an end to the battles very quickly as there wouldn't be enough combatants left to carry on the fight. As the computer said in the movie "Colossus: The Forbin Project" to its creator, "You will have the peace of Colossus or the peace of unburied dead."
