Possibly because one of the LEOs who responded to the 7-11 shooting was also one of the LEOs who responded to the Domestic Disturbance call at the shooter's home earlier that day. I don't know if it's VBPD policy to take SD shooters into custody.

VA's lack of a codified SYG law is irrelevant (many say we're better off without one). As I read the account, the robbers were between the shooter and the exit, blocking his retreat.

Cops always have a choice. I suspect that a polite request to provide a statement sans getting cuffed/stuffed/carted off to the station (arrested?) would've been agreed to. The cops "just doing their job" defense does not apply to their own I suspect. Those cops did wrong, know they did wrong and they do not care that they did wrong.
