We have already seen in a previous MSI update, 2nd Amendment infringements are going to be in vogue this year. From removing the protection against the MSP never approving your application to making Maryland the first state to ban Stand Your Ground, the anti-2nd amendment and pro-criminal faction is busy.

Keep an eye on this page for the latest updates on 2014 2nd Amendment Bills.

We need to respond with a resounding presence on Feb 4th. This will set the tone for the session.

Volunteer to be an event coordinator. We need people to help coordinate crowd control on the day of the event. Contact events@marylandshallissue.org

Spread flyers for 2A Tuesday with your friends, family, groups you belong to, your local gun shop, or anywhere it is legally allowed. (Don't litter of course.)

2A Tuesday, February 4, 2014, is nearly upon us, and we are grateful for all the support of the partner organizations in making this very important event a reality. As always, your continued support of these organizations is vital to sustaining their mission, and to the preservation of your Second Amendment Rights. Please consider additional contributions to enable them to continue the fight.

Maryland Shall Issue -- Maryland Licensed Firearms Dealers Association
Maryland State Rifle & Pistol Association -- Associated Gun Clubs of Baltimore
NRA - Institute for Legislative Action -- Western Maryland Sportsmen's Coalition

The goals for the day are simple:

Communication with Legislators (House and Senate)

  • Make appointments to meet with your representatives in advance, or show up unannounced. If you are unfamiliar with this, there will be volunteers to walk you through the process and even escort you. When speaking to your representatives, be engaging, polite, and make your points clearly. Be prepared to support your positions, and be willing to listen.
A rally to express the 2A Community's position

  • Join us on Lawyers' Mall at 11:30AM to hear speakers from the partner organizations, as well as 2A-friendly Legislators, as we explain to the Governor and the remainder of the General Assembly our positions regarding the ongoing infringement of Marylanders' Second Amendment Rights.
Becoming better advocates and citizen 'lobbyists'

  • Throughout the day, attend sessions and speak to representatives of the partner organizations on how to better advocate for your Rights as a Citizen, the importance of voting in Maryland (there will be Registration Volunteers available, if needed), and things we can all do to support our position as residents of Maryland.

In preparing for the day, there are several references we would like to recommend for you to look at, which may help you be better informed.
www.mdelect.net Learn who your representatives are, and how to contact them. AGC has developed a printable list of Legislators which should be focused on.

There are several email tools available to contact your Legislators. Using www.ksconline.net or the tools located on the Associated Gun Clubs or NRA-ILA websites will allow you to send your opinions directly.

A summary of the current "Gun Bills" can be found using the Legislative News link at www.associatedgunclubs.org as well as other useful information.

www.gunfacts.info is a comprehensive repository of gun, safety, and crime information, which is objective and academically footnoted.

Both www.influenceexplorer.com and www.followthemoney.org are very good and very thorough in tracking the contributions made to your representatives' campaigns. (Note that large companies often make contributions to both sides, so be careful in calling out these entities.)

Review stories of actual self defense by reading http://www.nraila.org/gun-laws/armed-citizen.aspx or searching the internet. Print some out and ask your legislature if they would be ok knowing their gun control bill resulting in a woman being raped, or a family being robbed, or even a citizen being killed by a criminal. Show them that self defense is real, and that not every criminal uses a firearm (since they may try to say their law would prevent a criminal from getting a firearm.)
Remember that this is a "rain or shine" event. Please prepare and plan accordingly!

Please keep in mind that, while our elected representatives work for us and we will be present in "the People's house", there are rules that are in place for everyone's benefit.

When entering the House or Senate offices or the State House, treat it as you might a visit to the airport. Knives and other questionable items will not be permitted, and everyone should come expecting to have to go through metal detectors and checks of their personal effects.

Signs, flags, and banners are welcomed, but they must not be affixed to poles, stakes, or frames, nor can they be posted on any surfaces in the area.
Bringing food is permitted, but be aware that any utensils may be subject to restrictions if entering the buildings. There are also many places within a 10-minute walk of the Mall, so please plan accordingly.

Our groups have developed a good working relationship with the Department of General Services (the good people who maintain/prepare the areas, as well as provide security). It is therefore requested that we show them the respect they are due, thank them for their work, and to clean up after ourselves. Everyone should bring a couple of bags along to police the area throughout the day. Smokers should “field strip” their butts, and dispose of
them properly.

Lastly, a reminder that we strive to dispel the media myths about lawful firearms owners. Understand that the media will look past the businessmen and the grandmothers assembled peacefully and find the one person who represents every negative stereotype about gun owners, and put them on the 6pm news. Also, Maryland law forbids carrying firearms of any
kind at a demonstration or gathering. Do not bring firearms or anything that resembles a firearm, including open holsters.

Thank you all in advance for your participation, and setting the stage to reclaim your rights in 2014. Bring people with you, and spread the word.

Where Do We Go From Here?

Session 2014 is still alive. There are a number of pro and anti 2nd Amendment bills currently in Annapolis.

There is a lone 2A bill being heard in the House Ways and Means Committee, HB 415 on February 14th at 1pm. HB415 adds a layer of complexity to MD Firearms Dealers in reporting their taxes to the state. It also leaves open the door for a possible tax hike on firearms and ammunition.

February 26th will be the Gun Bill Hearing Day in the Senate. View bills being heard in the Senate.

March 4th will be the Gun Bill Hearing Day in the House. View bills being heard in the House.

We are preparing plans of action for these bills; however, in the end, it comes down to your involvement in the process.

House “Gun Bill Day” Hearing Agenda Tuesday, March 4th, 2014 @ 1:00 PM

Tuesday, March 4, 2014 is the first gun bill day in the Maryland House of Delegates, since FSA 2013 was heard a little over a year ago. Last year was one bill and 14 hours of testimony, for and against the bill. This year there are 30 bills to be heard, we have the opportunity to prove that last year was no fluke, and to keep the pressure on our elected officials in an election year. If you are able to make it to testify, please make sure you are signed up by 12:45 PM on Tuesday, March 4. If you are unable to attend in person, we highly encourage you to submit written testimony to the committee.

Weather Information

The weather situation in Maryland remains uncertain for Tuesday. A predicted major snow storm will hit on Monday. Hearings often proceed during inclement weather events. While MSI would never ask anyone to put their safety in jeopardy; if you can safely make it to Annapolis it will speak volumes about your support for the 2nd Amendment. Check out City of Annapolis and General Assembly websites for upd to date information.

Annapolis Information and Witness Guidelines
-Anyone wishing to testify on any bill must sign the witness register by 12:45 p.m.
-Witnesses are strongly encouraged not to read their testimony and limit their testimony to three minutes for an individual and five minutes for a panel of individuals.
-Written testimony must be submitted no later than one hour prior to the scheduled start of the hearing.
-Written testimony must include the appropriate bill number on the front page and the name of the person and/or organization submitting the testimony. Thirty-five copies should be submitted to the committee clerk.
-The order in which bills are listed on the schedule is not necessarily the order in which the bills will be heard.
-Any extra written testimony will be available at the conclusion of the hearing.
-Food and drinks are not permitted in the audience area, and cell phones should be turned off.

Members and contact information of the House Judiciary

We cannot stress this enough: be respectful of the committee and your surroundings. Remember that this hearing is a legal proceeding and its chairman, Delegate Joseph F. Vallario, is effectively the judge presiding over it. We may have deeply rooted philosophical disagreements with him and some of the committee members, but they are all deserving of respect. Please don’t be the person who instantly becomes a sound bite for the other side.

The parking situation in downtown Annapolis during the work week is always very difficult. It will be particularly troublesome tomorrow. You are strongly encouraged to forget about parking downtown and head for the Navy-Marine Corps Stadium, located off of Taylor Avenue at Rowe Boulevard. Parking in the main lot is $5. A shuttle service will bring you to the Senate building and drop you off at the lot. This service is $2 each way and will run until 9PM. If you are of a mind to do so, it is roughly a one mile walk from the parking lot to the Senate building.
