10 Guam Code Ann. § 62100:
Any person who is an expert in the art of karate or judo, or any similar physical ar[t] in which the hands and feet are used as deadly weapons, is required to register with the Department of Revenue and Taxation.

Experts are defined by § 62104:

A karate or judo expert required to register by the provisions of this Chapter shall be a person trained in the arts of karate, judo or other hand-to-hand fighting technique, whereby the hands, feet or other parts of the body are used as weapons, who shall have completed at least one level of training therein and shall have been issued a belt or other symbol showing proficiency in such art.

The last sentence could be interpreted many ways. One could interpret a 5th kyu to be an "expert" or "profocient" when comparing that individual to another similarly aged and physically fit individual. What irks me is that martial arts is a journey taken by individuals and each will not progress the same, nor be of the same fighting skill. There may be a 7th kyu who can match with a 3rd Dan on the mat, yet only know half the katas and only the first yakusoko set.

Laws are left intentionally vague for a reason. Take a guess what that reason is.

Another thought...what is the legal definitions of "karate" and "judo?" Does that include other arts such as TKD, Muy Thai, Aikido, Tai Chi Chuan, Kenpo...or is it strictly Okinawan/Japanese based styles? Do visitors also have to register? If so, that's one place I will never visit.

Because criminals ALWAYS register their guns and follow the law. So it's only fair that law-abiding citizens do the same./ heavy sarcasm off

I do have to ask though: what happens if one is just visiting? Say that Chuck Norris decides to go for a stroll in the area; what happens after he walks on water and swims through land to get there?:lol:

Wow. I have a yellow belt in judo, which means I know how to fall. But I'm going to start telling people I'm an expert! Cool!

lol indeed. According to the Guamanese gubment, any belt equals expertise. Now every yellow striper is a certified killer lmao

Guamanese is legit. My hands and feet are deadly weapons so you have to listen to me now bwaaahahaa
