ready a couple of the faithful have sent in checks for a foundation memorial to the innocents who perished at the hands of the ninja at Waco ... I have been criticized by referring to our federal masked men as 'ninja' ... Let us reflect upon the fact that a man who covers his face shows reason to be ashamed of what he is doing. A man who takes it upon himself to shed blood while concealing his identity is a revolting perversion of the warrior ethic. It has long been my conviction that a masked man with a gun is a target. I see no reason to change that view."

I'm sorry but I have to disagree with this. When one is going after those that don't follow a "warrior ethic" (terrorists, mafia, cartels, etc) then there is an, imo, very important reason for concealing one's identity. These types of people are potentially likely to come after you every chance they get...and they only need to get it right once. Not to mention that depending on the "warrior ethic" it could be completely acceptable to wear a mask (like the Japanese samari).

Now the amount of times that the police use this against just regular citizens as SOP is wrong. But simply covering one's face doesn't mean to me that they are "ashamed" of their actions. Simply that being identified poses a far greater risk than getting the "credit" for their deeds.

Should CWII come to pass you will most likely be wearing a bandana to hide your face. You'll become like a rioter taking out your own infrastructure to deny it to the enemy.
