The liability issue of following exactly what in the manual has been around for a long time. It gets down to the ridiculous with the not made here.
DOJ would not recognize my NRA credentials 4H wouldn't recognize my NRA or my DOJ Credentials NRA well not recognize my DOJ or my 4H credentials.
Even though when teaching the basics they all teach the same.
I offered to recruit a bunch of highly trained certified professionally instructors into the 4H program. Instructors that have hundred plus of hours of training just to be an instructor.
I told them that if they would recognize their training they most likely they would come. But if they required them to go through the 8 hours here 12 hours their retraining for each discipline's . They would say why I busy as it is.
That they already spend hundreds of hours learning how to instruct. A lot them learning how to instruct instructors and many more hours of actual instructor time.
I even offered my time to develop an intermediate training program just cover the slight differences in the programs.
I have lots of time developing training programs.
Nope THE NOT MADE HERE kicked in and I was told we do not care what training experience they have or what credentials they hold.
If they want to instruct for us THEY NEED TO GO TO ALL OF OUR TRANING.
Such short sightedness from a organization that begs people to come and help.
Thus I hold credentials from 3 organizations to teach basically the same thing on the entry level. I thought about getting certified by a 4th so I could help the local boy scout troop.
But I find myself very busy in my retirement.
