The City of Russellville has a city ordinance prohibiting the possession of a "gun" in the city cemetery. You can see the ordinance at the Russellville webpage by checking here:

Also the Carpenter Fitness and Aquatics Cenetr is a city owned facility and has this sign on the front door:

The city does not have a "No Concealed Weapons" ordinance.
I sent an email to Mayor Stratton and explained the law to him. I got a respons from City Attorney Neil Kerr. Mr. Kerr said that the cemetery ordinance would be amended and the words "gun" woul be removed., This vote will take place at the city council meeting on Tuesday April 17th. At the same meeting the council will discuss passing a "No Concealed Weapons" ordinance and there may be a motion to pass one, but that is not certain. Either way the existing signs will come down. If the ordinance is passed new signs will be printed with the proper wording. The Mayor and City Attorney are now aware that they can not regulate open carry. The city council memebrs will be made aware of it on Tuesday. In either case, when this process is concluded, the City of Russellville will be in compliance with the law.
